It all sounds like stock Libertarian stuff, doesn't it? The only thing that surprises me a little are the attempts to limit the jurisdiction of the courts over abortion, but I'm pretty sure that Congress can't do that without a constitutional amendment anyway, so he can sponsor such bills to his little heart's content without any negative impact.
